Home Minister Amit Shah’s possible statement in Parliament on the Delhi student protest crackdown has become a major political flashpoint, with the Centre seeking to resolve the dispute by offering a formal response while asking the Opposition to maintain order in the House.

The development comes weeks after a major protest march in Delhi turned into a confrontation between demonstrators and security forces. The July 20 mobilisation drew large numbers of students and protesters, who sought to march towards Parliament. Police stopped the march and used crowd-control measures, including tear gas.

The police action quickly became a political issue. Opposition parties accused the authorities of using disproportionate force. Images and videos showing protesters being pushed, beaten or confronted by security personnel circulated widely on social media, intensifying criticism of the government.

One particular controversy involved personnel in civilian clothes carrying sticks. Delhi Police confirmed that some such personnel were policemen deployed as reinforcements for law-and-order duties. The presence of plainclothes personnel during the operation became a major point of criticism.

The Opposition has repeatedly demanded that Amit Shah answer questions about the crackdown because Delhi Police comes under the Union Home Ministry. Rahul Gandhi has publicly questioned who authorised the police action and demanded accountability from the Centre.

The government has disputed the Opposition’s characterisation of the incident. It has maintained that operational decisions regarding the handling of the protesters were taken by the administration and police authorities, rather than being direct instructions from a Union minister.

The dispute has now moved squarely into Parliament. Parliamentary Affairs Minister Kiren Rijiju has said the government is willing to allow Amit Shah to make a statement. However, the Centre wants the Opposition to stop disrupting proceedings and permit the House to function.

That condition has become the latest hurdle.

Opposition parties have been using protests and disruptions to press their demands. They argue that the issue cannot simply be treated as another parliamentary discussion because they are seeking accountability for what they describe as an assault on democratic protest.

The government, meanwhile, appears to be attempting to draw a distinction between allowing discussion and permitting continuous disruption. Its offer of a Home Minister statement is being presented as a mechanism through which the allegations can be addressed formally.

The political environment has also been affected by misinformation. A video circulated online claimed that a Delhi Police official had said Amit Shah personally ordered the police to suppress the CJP protest at any cost. Fact-checkers found that the video had been manipulated using altered audio and that the original footage did not contain that claim.

This makes an official statement potentially even more important. A statement by Amit Shah on the floor of Parliament could allow the government to place verified facts and its account of the decision-making process on record.

At the same time, the Opposition is expected to use the opportunity to press questions over the conduct of police personnel, the use of force and accountability.

The issue has therefore evolved into a test of both political accountability and parliamentary functioning. The Centre has offered an avenue for discussion, but it wants proceedings to continue normally. The Opposition, on the other hand, wants its concerns addressed before easing its protest.

The coming days could determine whether the offer becomes a route towards resolution or another stage in the continuing confrontation between the government and Opposition.
