Essar’s $18 Billion US Investment Links Minnesota Iron Ore Mine to Iowa Steel Mill

Essar Group’s latest US expansion is being built around a simple industrial concept: mine iron ore in Minnesota and turn it into steel in Iowa.

The Indian conglomerate, through its US subsidiary Mesabi Metallics, is planning a $15 billion steel manufacturing complex in Iowa. Together with its existing investment in the Minnesota mining operation, the broader Essar-backed US project has been described as an approximately $18 billion investment.

President Donald Trump announced the Iowa project at the White House on September 28, 2026. He said the proposed facility would become the largest steel plant in US history when fully developed.

The planned integrated supply chain begins in northern Minnesota, where Mesabi Metallics has been developing a major iron ore mine and pellet plant. The company has said the Minnesota project represents a $2.5 billion investment. Its purpose is to provide domestic iron ore feedstock for the wider steel operation.

The Minnesota mine is located in the Mesabi Iron Range, a historically important US iron-producing region. The new project has been described as the first new US iron ore mine in 50 years, adding strategic significance to the development.

From Minnesota, the iron ore will supply the planned Iowa steel facility. The White House says the resulting steel will be produced from start to finish in the United States.

That domestic supply-chain model is central to the project’s importance. Rather than importing finished steel, the operation is intended to maintain production inside the country from raw material through final steelmaking.

The Iowa plant is expected to start production in 2030. During its first phase, it is planned to produce approximately 7.5 million tons of steel annually. Full development could raise capacity to about 10 million tons per year.

The project is also expected to generate substantial employment. The White House estimates up to 6,000 construction jobs and around 1,750 permanent Iowa jobs. The Minnesota mine is expected to generate additional employment as it expands operations.

Essar’s investment comes at a time when Washington is placing renewed emphasis on domestic industrial capacity. Trump’s administration has promoted steel manufacturing as an important part of economic and national-security policy, particularly because steel is essential for infrastructure, machinery, transportation and defense industries.

Trump has also credited his steel tariffs with encouraging companies to invest in US manufacturing. However, the relationship between tariffs and individual investment decisions can be interpreted in different ways. The project is also supported by the availability of domestic mineral resources, infrastructure and long-term industrial planning.

The US Export-Import Bank has also committed financing support of up to $10 billion for the Mesabi expansion, according to reporting by The Guardian.

For Essar Group, the project represents a major international expansion of its steel business. It also creates an industrial chain connecting American mining resources with American manufacturing.

If completed as planned, the Minnesota-to-Iowa operation would give Essar a substantial role in the US steel market and create a large-scale domestic production network.

The project’s first major milestone will be construction, followed by commissioning and the expected start of steel production in 2030. Its eventual 10-million-ton capacity would make it a major force in American steelmaking.
